Can the Lightning and micro usb both output 5V 1A at the same time?

Yes. Using both tethers simultaneously, you can get up to 1A on the lightning and 1.5A on the micro USB.

No matter how long I charge the Jumpr 9 the fourth LED won't light.

How are you supposed to charge the J Stack 3? It only came with a USB cable...no regular outlet. I plugged it in to my laptop docking station USB port...seems to be charging. I can presumably use ANY USB to plug converter? How long to fully charge?

The Jumpr Stack 3 can be charged using any USB power source! For example, a computer's USB port, a USB wall adapter, another battery, one of our Generatrs, etc.The length of time it takes to charge your Jumpr will depend on the power source and the state of the battery. Can it charge a tablet? If so, how many times?

This may be able to charge some tablets and may only work if the tablet is powered off. The percent of charge your tablet will receive depends on the size of your tablet's battery. The Jumpr Stack 3 is a 3200mAh battery.
